The Joint Leadership Council is joining a coalition that the American Horse Council put together to oppose a compromise bill being circulated in the Senate to amend the PAST Act, which was passed by the House of Representatives in 2019, and supported by the horse industry. The compromise bill includes substantial changes to the PAST Act that the horse industry cannot support as currently written. These changes include:
In addition, the compromise bill would eliminate the use of metal bands on shoes and braced tails. The Joint Leadership Council, whose members include the American Hackney Horse Society, American Morgan Horse Association, American Road Pony and Horse Association, American Saddlebred Horse Association, American Saddlebred Registry and United Professional Horsemen’s Association, will continue to work with the American Horse Council and its contacts in the House and Senate as they remain united in their opposition against the compromise bill.
